EXPERT OPINION AND CROSS EXAMINATION ON QUESTIONED SIGNATURES, WRITINGS, TYPE WRITINGS, AGE OF DOCUMENTS, FORGERY DETECTION, FINGER PRINTS ETC.

 

 

About Myself :

 

1.                  Worked in the Document Division of the Central Forensic Science Laboratory, Central Bureau of Investigation, New Delhi for more than 35 years on various capacities w.e.f. 15.6.1968 till 31.12.2003.

2.                  Worked as Head of Questioned Documents Division of Central Forensic Science Laboratory, New Delhi w.e.f. 1990 till 31.12.2003

3.                  Received extensive training in all aspects of questioned documents examination both in India and Abroad.

 

4.                  Since 1971 remained engaged in furnishing of expert opinion on various questioned document problems independently and till date have furnished independent expert opinion in about 3500 cases involving a very large number of documents. Some of the important cases in which I furnished expert opinion are as follows: -

(i)                 Bihar Govt, Flood Relief Case

(ii)               Taj Corridor Case

(iii)             Shri Ajit Jogi, Ex-CM of Chattisgarh – Letter forgery case

(iv)             Sh. T.R. Prasad, Former Cabinet Secretary, Government of India signature Forgery Case

(v)               Ex-CM Punjab, S. Beant Singh Assassination Case

(vi)             Harshad Mehta Bank Scam Case

(vii)           Ex P.M of India Mrs. Indira Gandhi Assassination case

(viii)         Supreme Court Forged release order case

(ix)              St. Kitts Forgery Case

(x)                Multi Crores JMM Members Bribery case

(xi)              Large number of murder cases / suicide cases

(xii)            Cases referred by Interpol, etc.

 

Have handled many International Cases from various countries including USA, Germany, Malaysia, etc 

 

5.                  Since early 2004, I started working as Independent Forensic Document Consultant and on this capacity till date furnished expert opinions in about 300 different cases received both from the Government agencies as well as from Private companies / Individuals etc. Recently I furnished Expert Opinions on documents relating to Bihar Flood Relief Case referred by Income Tax  Office ,Patna.

6.                  Appeared as an expert witness before a large number of Courts, Departmental Inquiries, Court Martial throughout India and one Court at Germany. Many Courts appreciated the expert opinion and Court depositions. Some of the appreciation received from the Courts are as follows: -

(i) Appreciation by a German Court: In a murder case, the documents received from a German Court were examined by me and I attended the Court at Landshut, Germany as expert witness. The German Court appreciated my report and deposition and stated that :

“Mr. Nehra proved himself as an extraordinary knowledgeable expert in the field of comparative handwriting analysis & presented a very careful & thorough assessment.”

“Due to his expertise he has rendered a very valuable service to the assigned court in finding out the truth & as such, the proceedings could be carried out flawlessly.”

(ii)  Shri O.N. Vohra, Additional District and Session Judge, Delhi in Kissa Kursi Ka case (R.C. 2/77-CIU.I, CBI, New Delhi) praised my performance and wrote in the judgment as follows :-

“In view of the qualifications, experience, knowledge & actual demonstrations given to bring home correctness of the observations which form the basis of the opinion, it cannot be gain-said that Shri T.R. Nehra is quite learned in his field & well conversant with his job and fully qualified in giving opinion in regard to printed matter & his opinion establishing identity in this case is valuable and worthy of acceptance.”

(iii)  Shri R.K. Yadav, Metropolitan Magistrate, Delhi in an appreciation letter wrote as under :-

“It was the expert opinion which gave the guideline to think over the matter in a new prospective and a person who faces trial got his acquittal and the real offender was lodged for trial, which gave a real conclusion to the aspect resulting a true & exact verdict by the Court.”

In many cases the expert opinion submitted by me was highly appreciated by various Investigating Agencies 

7.                  Published many research papers / articles relating to questioned document problems in both national and international journals.

8.                  Attended various workshops, seminars, conferences both at the national and international level relating to the field of questioned documents examination.

9.                  Recipient of Union Home Minister’s Award for International Recognition in the field of Questioned Documents Examination from Government of India New Delhi.

10.              Chaired one of the Scientific Session of 14th International Association of Forensic Science (IAFS) Conference held at Tokyo, Japan in the year 1996. Also chaired many Scientific Sessions of the various National and International Conferences held in India.

11.              Teaching for the last more than 30 years I have been delivering lectures / talks to the various Training Institutes / Universities.  Some of these are as follows:

13.       Member of the High Power Committees:

(i)                 Remained Active Member of various Committees of Bureau of Indian Standards (Earlier known as ISI) on ink and paper specifications

(ii)               Remained Active Member of High powered Committee for suggesting methods for production of forgery proof passport and visas constituted by Ministry of External Affairs, Government of India

(iii)             Member of organising Committee of international Conference on Forensic Documents held at Bangalore during Jan 20-22, 1998, nominated by Chief Forensic Scientist, BPR&D, MHA, Government of India, New Delhi

(iv)             Chaired Scientific Session in the All India forensic Science Conference held at Karnal in the month of January 2004.

14.             As NABL Technical Assessor

I am the certified Technical Assessor of National Accreditation Board of Laboratories of Ministry of Science and Technology, Govt. of India, New Delhi and  was appointed to accord accreditation to the following Govt. Laboratories:-

 

1.         State Forensic Science Laboratory, Govt. of  Haryana, Madhuban, Karnal,

2.        Govt. Examiner of Questioned Documents, MHA, Govt. of India, SIMLA.
